As of today we have received 2009 Association dues from 7312 property owners. The process of sending invoices by certified and registered mail to 742 delinquent property owners was completed on May 29th. Each property owner was informed they had 15 days to bring their account current. As I stated on May 13th if we do not receive payment by June 15th we will send 45 day pre lien letters to all delinquent accounts. The lien process will follow. I want to thank the office staff and Judy Couture for their efforts in getting this task accomplished.
The drought situation is less critical than last month but it is still important for residents to be aware of and follow the watering regulations. Charlotte County Utilities issued 24 watering violations in Rotonda West in May down from 52 in April. Some owners received a second violation which will cost them $500.00.
After replacing the irrigation pumps and getting some very welcomed rain the Pebble Beach and Broadmoor Memorial Parks are greening up nicely. We are in the process of replacing plants at the bridge entrances and parks that have not come back from frost damage and drought conditions. We anticipate having to replace approximately 150 plants. The Rotonda West MSBU Committee has voted for funds to be used to curb the first 300 feet of the medians at the Rotonda Boulevards West, North and East and plant native trees and plants. The project will be underway within a few weeks. Property Committee Chairman George Krabbe will discuss the Oakland Hills Marina and the Community Center repair projects in his report. Chairman Krabbe will also discuss the HOA Information Systems project as well.
Thanks to the efforts of Stan Plizga of the Aquatic Canal Systems Committee Charlotte County undertook a number of maintenance projects on the Rotonda Bridges and drainage culverts.
I want to touch on a Deed Restriction issue namely Section 16 Trash – Garbage – Outside Equipment. There has been a significant amount of discussion regarding this issue specifically pertaining to the large green trash containers. We chose to step back from enforcing an April 15th deadline on sight screening due to an exchange program for smaller containers that the County had implemented requiring the large containers be left in front of garages to indicate they were to be exchanged. Further discussion ensued as to what "not readily visible from the street" meant. Obviously it would depend where exactly you would be standing in front of the house in order to determine what you could or could not see. The current Deed Restriction is specific on the issue of sight screening it states "All garbage and trash containers, bottled gas tanks, swimming pool equipment, sprinkler pumps and any other such outdoor equipment shall be placed in a sight-screen or fenced area so that they shall not be readily visible." I think this is much easier to define. It means not readily visible from anywhere. It means completely sight screened either by shrubbery or fencing. I'm asking the Deed Restriction Committee and the Board of Directors to provide a reasonable implementation date which will allow all residents sufficient time to comply with the current Deed Restriction.
There is a lot of yard trash sitting on vacant lots that in some cases has been cleared from adjacent improved property. If this yard trash is not placed on the lot it was cleared from or close enough for Waste Management to determine it came from the improved property it will not be picked up. In the majority of cases vacant lot owners do not pay for trash removal services and Waste Management is getting very strict with their policy of not removing trash from these lots. So if you are clearing brush or palm fronds or accumulating a large quantity of yard trash please do not pile it on the adjacent vacant lot.
