Aquatic/Canal Bank Committee
Minutes - March 28, 2007

Chairman Gizzi called the meeting to order at 3:30 pm. Roll call was taken. Nancy Marshall has resigned from the committee. Jim Roberts will be an ex officio member.
Nick Gizzi read a note from Jack Mahaun who found it necessary to resign from the committee due to health issues.
Corrections made in February’s minutes. Future minutes are to be sent out via e-mail in order to get them onto the web sooner.
Update on latest 5-year draft plan discussed by Bob Winter. Sections 1 through 5.3 were presented for review. Other sections of the 5 year plan are still being worked on. The hope is to have the 5-year plan completed by early May.
Discussion on investigation of west branch of Coral Creek (testing of soil, fill, dumping, locating sources of problems, filtering system, repair of structures, etc.) to be conducted by the DEP.
Lake Watch has a list of volunteers and plans a training program. Bob Winter explained how samples are taken –Currently each sampler takes 2 samples from 3 locations. One set is labeled and frozen. The second set of samples is filtered. The filter paper is labeled and also frozen. It will be examined by Lakewatch for spores algae etc. A white disk is lowered into the water at each site to measure clarity/depth. New sample locations will be set up.
Suggestion from Norb to change the committee name to Aquatic/Canal System Committee. Reserve funds structure needs to reflect change.
Discussion on the committee charter and putting a mission statement at the beginning of it and getting it published for the Aquatics/Canal Bank Committee.
Discussion on the four subcommittee names/changes/members.

The chairs are staying the same as appeared in the agenda. Olga and Cleon are being added to above Canal Infrastructure & Storm Water Outflow Subcommittee.
The RWA boat is currently stored in the RV Lot and should be parked in a more convenient location. It was suggested to leave the boat at the dock behind the duplex owned by John Farrell. The committee agreed that relocating it from the RV lot is a good idea.
Silt fences are a problem per Bob Winter. Contractors need to be held accountable. Could/should this problem be handled under the clean site program? Bob Seneca is on the Deed Restrictions Committee, and they too are discussing how to enforce the silt barrier enforcement. Someone needs to be able to go out onto the property to inspect silt barriers, the 4 to 1 slope, etc. Is there a need for authorization from the Sheriff’s Department to go onto a site where construction is taking place? John Stravino volunteered to check into it.
Bob Seneca mentioned his concern for the erosion of the canal bank on the vacant lot across from his home. Discussion ensued.
John Farrell discussed the use of his harvester, picking up lots of weeds and getting rid of them. Pebble Beach is perfect now. Pickeral weed, giant bullrush, blue flag are also problems/problem solvers. John mentioned that lily pads are aggressive. Canna lilly is good filler. John is to give a price for two corners of the Pebble Beach marina plantings. Three parks are now complete: Pebble Beach, Broadmoor, and White Marsh. Pinehurst will be difficult because it is steep. Motion made for plantings in White March and Pebble Beach marinas by Olga. Seconded by Bob Winter. Bob Winter suggested the planting be done now during low water level in the canal. Motion accepted unanimously.
The yellow weed barriers near the Cape Haze bridge have been vandalized. The decision was made to leave the weed barriers down. John Farrell will maintain the areas re: weed control. If need be, new cable can be reinstalled.
The next meeting will be April 25 at 3:30 pm.
