Call to Order
President Gizzi called the meeting to order at 3:00 PM with a quorum present.

Pledge of Allegiance
All present stood and recited the Pledge of Allegiance.

Review of Minutes
In order to expedite getting our meeting minutes onto our website, we have started the practice of reviewing and approving the minutes via email; therefore the minutes from May 9, 2007 have been reviewed and approved.

Announcements
President Gizzi announced that as most of the audience is aware, Norene and Dianne tape the meeting. Mr. Gizzi asked that when someone is addressing the Board, they state their name and address, so that when the tape is transcribed, they can identify who is speaking.

Treasurer’s Report
In the absence of Chairman Bruce Miller, Co-Chair Claudette Romano gave the Treasurer’s report. Mrs. Romano reported that the expenses for May 2007 were $77,039.24. There are 258 owners who have not paid their assessment for the 2007 calendar year, as of today.  Mrs. Romano asked Assistant Manager, Norene Kugler, to give a breakdown of other Owner delinquencies. Mrs. Kugler explained that some of the 258 owners who have not paid the assessment for 2007, also owe for Deed Restriction violations. There also are:

  • 13 - RWA attorney foreclosures
  • 23 - Delinquent for 2006 and have been Liened
  • 9 - Owned by Charlotte County
  • 36 - Paid a portion of the assessment for 2007 and have received a statement for the balance due
  • 15 - Owe only for Deed Restriction violations – assessment for 2007 is paid
  • 2 - Installments

Assistant Manager’s Report
Norene Kugler stated that President Gizzi had requested a more “user friendly” budget. General Ledger numbers have been added to better define Income and Expenses. One example is that the credit card expense (for the credit card machine and the charge from Visa, MasterCard or Discover) was included in Office Expense. The income from the $5.00 charged to the owner for paying the assessment by credit card was included in Other Income.

Now there is a General Ledger number for Credit Card Processing Expense and a General Ledger number for Credit Card Fee Income.

Another General Ledger number that was added is Penalty on CD, for the Certificate of Deposit that was cashed in early.

The Journal Entries to adjust the General Ledger numbers for Income and Expense have been completed for January, February and March. The entries for April, May and June will be done as time allows.

President Gizzi introduced a member of the Rotonda Elks Lodge #2710, Leading Knight Jay Smyth. Mr. Smyth’s idea is to have a Christmas parade in Rotonda, through the combined efforts of the Rotonda Elks, the Rotonda West Association Board of Directors and the Homeowners. The parade route would be from the Rotonda Elks Lodge at 303 Rotonda Blvd East, to Rotonda Circle, ending at the Oakland Hills Marina area. The vacant lots could be staked off as an area where people can stand or sit to watch the parade.

Last year the Elks gave presents to 17 children who otherwise would not have had a Christmas. This year the Elks plan to include area churches to help provide Christmas presents for 100 children in the Rotonda and Englewood area.

Mr. Smyth said he has contacted the firemen to provide emergency medical service, the Charlotte County Sheriff’s office to block off streets and the Boy Scouts to help with clean up after the parade. Something could be scheduled before or after the parade as entertainment and for charity to help the kids. Ideas that were mentioned for the parade were floats and classic cars. The date of the Christmas parade would probably be Saturday, December 1 or Saturday, December 15. Mr. Smyth offered to set up a committee to handle the details.

Motion by Claudette Romano that the RWA will work jointly with the Rotonda Elks for a Christmas parade. Seconded by George Krabbe and approved unanimously.

Committee Reports

Administration/Personnel – The Administration/Personnel Committee held a workshop on Friday, June 1 to conduct a performance review of the two RWA employees, Norene Kugler and Dianne Brophy. Included in the RWA budget for 2007 is a 3% increase for both Norene and Dianne. Their last raise was effective May 1, 2006.

Motion by Nick Gizzi that the Administration/Personnel Committee recommends to the Board of Directors they approve a 3% increase for Norene Kugler and Dianne Brophy effective May 1, 2007. Seconded by Ken Guillerm and approved unanimously.

The Lee Shaver Agency has begun to advertise for the RWA manager’s position. Some resumes have been received. Interviews are planned early in July.

Aquatic/Canal System – Chairman Nick Gizzi reported that the Aquatic/Canal System Committee met on May 30. The progress on the 5 Year Plan was discussed and is progressing on schedule. Volume I is complete and being reviewed by the committee members. It will be done by the end of June.

Motion by Nick Gizzi to recommend to the Board of Directors to accept the list of items needed to repair and outfit the RWA boat as proposed by Richard Stravino. Cost not to exceed $300.00. Seconded by Ken Guillerm and approved unanimously.

The items include boat cushions, battery, tie down lines, fuel stabilizer, oil, oar and canvass storage rope.

The next Aquatic/Canal System meeting is June 27, 2007 at 3:00 PM.

Beautification/Mowing – Chair Claudette Romano gave the following report. The Beautification/Mowing Committee met on June 7, 2007 at 2:00 PM. Art Richards updated his rendition of the Oakland Hills Marina. This includes Sections B and C and the two picnic areas with space for the Memorial sign and flag pole.

The picnic tables will each have a hole in the middle for an umbrella. Residents can protect themselves from the sun by bringing their own umbrella.

Section B is in the area with the County easement to reach the pump house. Right now we have that as a “shell area”. Maybe with some persuasion, Charlotte County may blacktop or concrete this area.

Section C is the opposite end of the Marina where a bike rack and newspaper stand will be placed.

The next Beautification meeting will be on July 9 at 2:00 PM. The first Thursday of the month is right after the 4th of July. Many members were going to be away, so we changed the date. At our July 9 meeting, we will start working on specs for Rotonda Boulevard West plantings, so we can go out for bids. As many of you have seen, Charlotte County has started the curbing! It would be nice to complete this project as soon as Charlotte County has completed their job. We need to keep a close eye on this project to make sure they do not dump any debris into the median. The County knows they should keep this area clean and free of debris. Also discussed was the Clean-up meeting scheduled for June 18 at 7:00 PM. All members are encouraged to attend this meeting. Linda Harrison, Don Olsen and Belinda Olsen will discuss clean-up of RWA streets. Linda Harrison is a member of the Beautification/Mowing Committee and the Aquatic Canal System Committee. She will be the Liaison reporting for both committees.

Another topic discussed was the “Family Fun Day”, which is co-sponsored by Rotonda West Association, Inc., Rotonda Golf Partners and the American Legion Post #113. Saturday, August 25 from 10:00 AM to 5:00 PM is the scheduled date and time, with a rain date of Sunday, August 26. We are going to need many volunteers for this event.

David Kelly gave a presentation, stating that the activities depends on the number of volunteers, indicating “the sky is the limit”. Mr. Kelly showed a drawing of the location for parking, admission, vendor and food areas. The vendor area will be around the track. There could be a bounce house, dunk tank, or any other money making games. Mr. Kelly will contact vendors. He would like to involve antique cars and boats. There will be a 50/50 raffle. Other raffles will include one hundred rounds of golf, donated by Rotonda Golf Partners; and bicycles donated by John Eisele of John Eisele, Inc. and John Farrell of Florida Aquatics. The 50/50 tickets will sell for $1.00 per ticket or six tickets for $5.00. The raffle tickets will sell for $2.00 per ticket or 3 tickets for $5.00.

All proceeds will go to Rotonda West Beautification efforts. The admission is $1.00. There will be no admission charged for children age 12 and under.

It was suggested that advertising should be done through newspapers, radio, flyers and the RWA web site. It also was suggested to ask KIX radio station to broadcast from the “Family Fun Day”.

The Sun newspaper again placed boxes at Rebel Court and Boundary Boulevard and also at Broadmoor Memorial Park. The box at Rebel Court has been removed.

Budget and Finance – In the absence of Chair, Bruce Miller, Co-Chair Claudette Romano gave the report of the amount and the maturity dates of the Certificates of Deposit.

Community Relations – Chair Ken Guillerm stated that he was not able to attend the Community Relations Committee meeting held at 3:00 PM on June 6, 2007. In his absence, Nick Gizzi chaired the meeting. Mr. Gizzi said the May/June West Ways is scheduled for completion and delivery to the RWA office on June 22. The Christmas parade also was discussed at the meeting.

Deed Restrictions – Chair George Burger reported that the Committee met on June 12. The Committee is in the process of rewriting the Deed Restrictions for approval when the Developer turns over the Deed Restrictions to the RWA. The Committee is scheduled to meet the second Tuesday of each month at 9:00 AM to rewrite one section at a time. President Gizzi advised that any owner can attend the meetings and offer suggestions.

RWA Properties – Chair George Krabbe gave the following report. The Properties Committee met May 29, 2007. We discussed our five year plan and the status of the inventory list for our reserve study. We plan to set aside funds for the maintenance of the marina, gazebo, memorial parks, community center and office equipment, etc. We hope to complete this study in a month or two. Also discussed was a landscaping plan for the gazebo island. We would like to enhance the island with some palm trees to blend in with the Oakland Hills Memorial Park that is planned to be completed in 2008.

The building fund is in the hands of the attorney and the accountant. Hopefully all details will be worked out soon.

I was informed by Bob and Nancy Healy, they no longer wish to serve on the Properties Committee. They said they are unable to be as committed as in the past, and feel it is only fair to allow space for someone who has the time to give to this committee. I thank Bob and Nancy for their service on the committee.

Residential Modification – In the absence of Chairman Pete Traverso, Dianne Brophy, Deed Restriction secretary reported 20 RMC applications were processed for the month of May.

Deed Restriction Chairman, George Burger has been driving the streets of Rotonda West, to make a list of violations of the Amended Restatement of Restrictions for Rotonda West Section 16: Trash – Garbage – Outside Equipment.

Motion by George Burger to recommend to the Board of Directors that sight-screening be put in place by February 1, 2008, for Trash-Garbage-Outside Equipment with the exception of air conditioners as an amnesty period for Residential Modifications Application fees. Residential Modification applications and approvals are required. Seconded by Claudette Romano.

Ken Guillerm asked if Pete Traverso is enforcing the sight-screening for new construction. The answer was “No”.

Claudette Romano said the motion should go back to the Residential Modification Committee, because Pete Traverso, Chair of the committee was not at the last RMC meeting.

After much discussion and many questions by board members and owners in attendance at the meeting, the motion was withdrawn.

Motion by George Burger that the $25.00 application fee be waived from today until February 1, 2008, for fence sight-screening of outside equipment. An RMC application and approval are required. Second by Ken Guillerm and unanimously approved.

Rotonda West Street & Drainage Advisory Committee – Chair Claudette Romano, George Krabbe, Nick Gizzi and David Kelly met with Charlotte County Commissioner Tom Moore, on Wednesday, May 16 at 10:00 AM. George Burger also attended as an interested owner. The following items were discussed:

1. Action on Pinemoor Golf Inc. problems will happen in July. Commissioner Moore will advise the Board of Directors of progress.

2. Curbing on Rotonda Boulevard West – median and Boundary Boulevard and Rotonda Circle – staked out and working on them.

3. Curbing Rotonda Boulevard North on Rotonda Circle – curbs were completed on the Boundary Boulevard side of the bridge, but not on the Rotonda Circle side – scheduled after Rotonda Boulevard West is completed.

4. Mowing and tree service of median on Cape Haze Drive in front of RWA offices – Charlotte County mowers cut the grass on May 23, 2007. Since Rotonda Shores has no Association, Charlotte County will be cutting and trimming this area.

5. Reclaimed water is being used by Rotonda Golf Partners golf courses.

6. Charlotte County was to sight-screen all the reclaimed water pipe area (on the greenbelt side of Boundary Boulevard in Oakland Hills). Commissioner Moore is checking this out.

7. Sink holes by manhole covers – Charlotte County Utilities. Called Jeff Pearson – waiting for a return call. Will schedule a meeting with him.

An MSBU (Municipal Service Benefit Unit) meeting solely to discuss Rotonda West problems is scheduled for July 25, 2007 from 9:00 AM to noon at the RWA Community Center.

Claudette Romano gave the following report from Charlotte County Public Works Foreman, Barry Demnello.

As of May 4, 2007:
Grates have been installed at Parade Circle and Oakland Hills Road, at 235 Rotonda Boulevard North, and at Broadmoor Lane and Broadmoor Road.

Replaced manhole cover on Mark Twain Lane

In the process of having the catch basin repaired on Annapolis Lane

Repaired catch basin at 62 Sportsman Court

Removed brush from the pond and outfall on Medalist Road

Cleaned out the rip rap and outfall pipe into Broadmoor Creek, near 122 Broadmoor Lane

Completed line and grade work on Sportsman Road and Fairway Road,and Boundary Boulevard next to Vineland Elementary School (by the catch basin)

Catch basin repaired at Rotonda Boulevard West and County Road 775 (road and bridge road)

Removed brush from side lot outfalls in Broadmoor, Pinehurst, Long Meadow and White Marsh areas

In the process of cleaning out pipes that may have blockages as indicated on the map given to Charlotte County Public Works

Notified Charlotte County Utilities of sink holes

President Gizzi remarked that since the inception of the Streets and Drainage Committee which is chaired by Claudette Romano, Rotonda West is now receiving more service from Charlotte County.

Unfinished Business
In response to a question by Tom Kelly about the Pinemoor golf course, Claudette Romano asked him to “wait until July”.

New Business – none

Members Input
Linda Harrison announced a meeting of the Rotonda West Clean Up Sub-committee on Monday, June 18 at 7:00 PM in the Community Center, to ask owners to “adopt or become foster parents” of a bridge or a portion of a street or canal.

Directors Input
Ken Guillerm said “54 years ago I was single” in 15 minutes from now I was married. He received a round of applause.
