Minutes - February 12, 2007

George Krabbe called the meeting to order at 9:00 AM.  The above committee members were present and represented a quorum.

The minutes of the January 22, 2007, meeting were reviewed and corrected.  Bob Healy moved the minutes be accepted as corrected.  Motion seconded by Nancy Healy and approved unanimously.

Bob Healy moved that this committee finish discussion on all topics before getting input from the floor, seconded by Nancy Healy.  Discussion ensued regarding the “Guidelines for Speaking at Committee Hearings, approved July 19, 2006.  Motion was withdrawn by Bob Healy, second withdrawn by Nancy Healy.  Chair George Krabbe indicated he would continue to follow the adopted guidelines.

OLD BUSINESS:

Status of door locks and keys – Locks have been purchased, 20 keys have been made and sequentially numbered from 1 to 20.  A complete log detailing who the keys are issued to has been prepared.  Locks will be installed sometime after February 15, 2007.  A limited number of keys will be issued to all organizations.

Status of window locks – Samples of the locks have been taken and replacements are being ordered.

Needed repairs to gazebo and bridge, and other RWA properties – Bob Healy presented the following costs and options to the committee, based on a handyman at $15 per hour:

George Krabbe presented the following as 2007 projects to be considered by the Properties Committee:

Security of building:

  1. Change locks on all exterior doors
  2. Issue new keys with a key control system
  3. Replace the window locks or secure all windows
  4. Install a security alarm system on the office
  5. Repair and/or add additional exterior lighting

Clean exterior of Community Center.

Repair or replace stairs and landings to building entrances.

Paint sign in front of Community Center.

Identify any areas of the Community Center that need immediate repair and complete any necessary work.

Identify any office equipment that needs to be repaired or replaced and bring recommendations to the BOD.

Investigate starting a voluntary building fund to build a new Community Center.

Develop a plan to construct an office building on our property inside of Rotonda West, using the money gained from the sale of the current Community Center.

Identify all properties owned by RWA and what our responsibilities are.

Identify what work needs to be done at the Oakland Hills Marina, docks, gazebo, bridge and grounds.  Work with the Beautification Committee as they are planning a facelift to the marina area.

Do a reserve study.

NEW BUSINESS:

Office revision – Hank Artz provided a revised office plan dated 10/29/06.  The committee was asked by the chair to review the drawing and make any suggestions at the next meeting.

Creating a building fund – It was suggested that a building fund be established with all contributions being voluntary and designated for a new community center.  Bob Healy made a motion, second by Nancy Healy to ask the BOD for permission to contact Mr. Lorah and Mr. DeBoest for their professional opinions on how to set up such a fund.  Also, the Greater Rotonda Organization (GRO), formally the Rotonda Property Owners Association, was discussed regarding the funds they control that are set aside for a community center.

Security system – ADT and EMG estimates were received.  The committee reviewed and discussed the estimates.  Bob Healy moved that the committee recommend the BOD enter into a contract with ADT Security Services to provide a security alarm for the office area located in the community center.  Installation costs of $595, with a monthly service charge of $41.  Motion seconded by Bud Nill.  Motion approved by George Krabbe, Bob Healy, Nancy Healy, Bud Nill, Cleon Kern, and Nick Gizzi.  Obstained – Fred Warner.  Motion to be presented at the BOD meeting, 2/14/07. 

Five year plan – The following was presented by Nick Gizzi as suggestions for a five year plan for the Properties Committee:

Detail cost to refurbish present building.

Detail approximate cost for various alternatives:

  1. Building to accommodate offices only, Modular, steel, conventional structure; include rental costs for off-site meetings.
  2. Building to accommodate offices and small meeting rooms, include rental costs for larger meetings.
  3. Building to accommodate offices and most meetings.

Detail cost to refurbish docks in Oakland Hills marina.

Institute a Building Fund:

  • Donations to Fund will be collected by Greater Rotonda Organization (GRO) to be used only for building a Community Center.  Trustees for the Fund are Earl Simpson, Jim Tibert, and Fred Warner.  Bill Coy is President of GRO.
  • Once the fund is established institute fund raisers such as raffles, dances or other special events to get the membership involved.

Nick Gizzi stressed that we must have detailed costs to show what it would take to refurbish the current Community Center and that each item in the five year plan must have real numbers.
