Minutes - Monday, April 23, 2007

Call to Order

Chair George Krabbe called the meeting to order at 9:09 AM with a quorum present.

The minutes of the March 26, 2007 Properties Committee meeting were revised, to correct from Clean Kern to Cleon Kern and change from (Ad Valorium) to (Non Ad Valorem) taxes. Motion by Nick Gizzi to accept the minutes as corrected. Second by Fred Warner and passes unanimously.

Chair Krabbe gave the following progress report on maintenance projects and cleaning of the Community Center:

  1. The steps in the rear of the Community Center have been repaired and painted.
  2. The handicap ramp has been repainted with a sand finish.
  3. The docks at the marina have been power washed and sealed.
  4. The decking on the bridge leading to the Gazebo has been replaced and sealed.
  5. The railing on the bridge has been painted.
  6. The Gazebo has been painted.
  7. The offices at the Community Center have been painted.
  8. The 3 window blinds in the offices have been replaced at $11.00 each.
  9. The kitchen walls and cabinets were cleaned by Claudette Romano and Dianne Brophy.
  10. The refrigerator was cleaned by Claudette Romano.
  11. The windows on the front of the Community Center were cleaned by Norene Kugler.
  12. The outside of the Community Center was power washed by John Eisele, Derek Gilbert and crew at NO COST.
  13. The faucets in the women’s restroom were replaced. Bud Eisele installed the faucets as NO COST.
  14. The kitchen faucet was also replaced.
  15. The ceiling fans were cleaned by Joseph Romano

Chair Krabbe thanked Claudette, Norene, Dianne, John and Bud Eisele, Derek Gilbert, Joseph Romano and anyone else involved in these projects.

Chair Krabbe and Nick Gizzi met with Greater Rotonda Organization (GRO) on March 26, 2007 to discuss the building trust fund. The meeting revealed the trust needs to be updated. The next meeting is scheduled for April 27, 2007.

5 Year Plan

  • Nancy Healy asked if the building would last for 5 years.
  • Hank Artz will contact Mark Newman for an estimate of the cost to bring the Community Center building up to current standards.
  • It was agreed that the siding needs to be replaced.
  • Joseph Romano expressed his concern about the need to trim or remove the 5 pine trees near the Community Center.
  • Chair Krabbe suggested that the Committee members look at a building under construction on Access Road, near Sunnybrook Boulevard for consideration of the size, type and cost of a new building .

Chair Krabbe asked the Committee for suggestions on improving the landscaping at the Gazebo Island. Nick Gizzi recommended planting low maintenance palm trees, during rainy season. There should be grass, not mulch or fire rock at the base of the trees. Claudette Romano said the plantings need to be projected to coordinate with the maturity date of a certificate of deposit. Bob Healy asked the Committee to think of landscaping suggestions and bring the suggestions to the next Properties meeting.

Clearing of Lot 9 

Chair Krabbe will contact R. J. Reynolds of Ecological Clearing for a cost estimate.

Reserve Study requirements

  • Inventory of office equipment and furnishings - serial numbers – equipment life expectancy, etc. Chair Krabbe will contact Geoffrey Lorah, CPA
  • Inventory of each park - lighting, flag and flag pole, etc. Hank Artz will assist Chair Krabbe with the inventory.

Non-Ad Valorem Assessments on Tax Bill

Chair Krabbe contacted the Charlotte County Tax Appraiser office. He was told he has to contact the levying authority for each assessment to get the taxes reduced.  He contacted Tara Musselman about the street and drainage. Mrs. Musselman said the only way to get relief is to set up a Conservation Easement. She referred Chair Krabbe to Andy Stevens at Environmental Extension Services 764-4360. Mr. Stevens said to use the website charlottecountyfl.com and look under Departments to find a form to fill out. More research has to be done to see if this would be worth while to reduce the taxes on RWA’s unbuildable properties.

New Business

On April 6, 2007, Claudette Romano observed two boys throwing and spreading mud on the Gazebo. The boys got away. A report was made with the Sheriff’s office. The Gazebo was cleaned and painted by John Eisele, Inc.

On April 16, 2007 Chair Krabbe checked the Gazebo and found graffiti on the columns and on the bench. A report was made with the Sheriff’s office. On April 17, 2007 when Chair Krabbe was on his way home from the Community Center, he noticed two girls at the Gazebo. One of the girls appeared to be writing on the bench. Chair Krabbe stopped and talked to the girls. The Sheriff’s office was called. The girls admitted their involvement. The columns and bench were repainted by the girls and their families on April 19, 2007.

Storage Units

The RWA currently has 3 rental storage units.

  1. Unit 154 is 5’ by  6’  at a cost of $32.00 + tax per month
  2. Unit 161 is 5’ by 10’ at a cost of $53.00 + tax per month
  3. Unit 178 is 5’ by  9’  at a cost of $47.00 + tax per month

Chair Krabbe moved the boxes of Governing Documents from Unit 161 to Unit 154. Unit 161 is now empty. It was suggested to discontinue the rental of Unit 161. The Committee agreed. Chair Krabbe will contact U Store of Rotonda to cancel the contract on Unit 161.

The next meeting is scheduled for Tuesday, May 29, 2007 at 9 AM.
