Minutes - January 12, 2007

 

Present: Pete Traverso, Chair., George Burger, Olga Durham and John Eisele

Absent: Sue Artz and John Carroll

Management: Dianne Brophy, Deed Restriction Secretary and Tom Madsen, RWA Manager

Other Member/Visitors Present: Bruce Miller, Claudette Romano George and Donna Krabbe

Chairman Traverso called the meeting to order at 10:00 am. Roll call was taken. Minutes of the previous meeting were not read.

Rob Neville was present at the meeting requesting a concrete expansion to his driveway. He presented the committee with his request and stated that he had different scenarios. Mr. Neville stated which was his preference. Robert Rogers was also at the meeting requesting approval of storm shutter which have already been placed on the house. He explained he did not realize approval was necessary. He said the shutters were made of 3/4 inch marine plywood and attached to house with stainless steel screws. Pictures accompanied the request. Chairman Traverso stated that they would consider these applications at the end of the meeting.

Chairman Traverso stated that meetings will be called on an as needed basis.

George Burger asked if a building permit is required when an application is submitted. Pete Traverso stated no. It is up to the property owner to secure any permits needed by the county. The guidelines have a disclaimer for non-liability.

Chairman Traverso stated that the previously management could sign off on Residential Modification applications. Residential Modification applications now need two committee members to sign for approval. Pete Traverso stated he would ask the Board of Directors to rescind the authority of management to sign off on Residential Modification Applications.

Olga Durham stated that an article should go into West Ways referencing Residential Modifications with regard to re-painting of houses and to have residents call the office to see if an RMC is needed for any modifications. George Burger suggested that perhaps RMC guidelines could be sent out in the informational package sent by the Association.

Manager Tom Madsen asked if metal roofs were allowed and do they need RMC approval. Pete Traverso stated they are allowed. Discussion followed

Chairman Traverso asked the committee to review the Residential Modification Committee Guidelines adopted on March 10, 2004.

Building Permits: No change

Colors: Spelling error third line change from trip to trim

Roofs: Spelling error first line from RMS to RMC

Additions: No changes

Swimming Pools: Section for above ground swimming pools needs refinement specifically on Kiddie Pool section. Kiddie pool needs to be defined by size and amount of water. Definition should be specific that these are just for children and should be placed to the rear of the house. Discussion followed. George Burger asked if RMC approval was needed for children’s playground equipment. Discussion followed. It was determined that there should be a new section for Children’s pools and playground equipment.

Driveway: Definition of driveways needs to be expanded

Boat Docks: No changes. There was discussion regarding personal watercraft. Pete Traverso suggested that would be best addressed in Deed Restrictions for definition of personal watercraft and limitation of horse power to be used in canals

Fences: Needs changes. No fences past the front of the house. No fences over four (4) feet past the pool cage or lanai. Fences can be four (4) foot solid and two (2) lattice or open pattern. Chainlink fence needs to be vinyl coated either green or black. Rails and posts should be coated also on chainlink fences. There was discussion on wooden fences.

Pergolas, Arbors and Trellis: Fountains should be added to this section.

Detached Garages: It should also state that driveways must be contiguous, attached by breeze way or have a walkway connection. Driveway on detached garage cannot stand alone.

Other Modifications: No changes

Association Authority: No changes

Non-Liability: No changes

Inspections: No changes.

Pete Traverso stated that guidelines will be needed for storm shutters.

Pete Traverso stated that he will prepare a draft for Guideline changes for approval by the Board of Directors when the RMC has approved the revised guidelines.
