Mr. Krabbe called the meeting to order at 10:03 AM

Minutes of the January meeting were previously approved and sent to the webmaster

Discussion Re: Signs at Marina’s and Memorial Parks.   Mr. Krabbe commented that the condition of the existing metal warning signs at these locations is horrible. In a discussion with the RWA's insurance Representative he stated we should have these areas posted to avoid any liability.  We need to decide first of all if we want to go with metal or wood signs similar to what we have in the Memorial Parks now.  This will also be discussed with the Beautification Committee since they were responsible for the initial installation of these signs.  Cost is a factor and we may have to go with metal signs.

Mr. Artz asked if there were places now where we do not have signs where signs are required.

Mr. Krabbe commented that one of the warning signs at the Pebble Beach Memorial Park looked terrible and he believes there are no signs at the Broadmoor & White Marsh Memorial Parks.  Mr. Krabbe mentioned his choice would be for the new style of signs but he was open for suggestions.  He also asked how many signs the Committee thought were required.

Mr. Couture thought one sign per area would accomplish what we were trying to accomplish as long as the sign was properly placed.  He also felt considering the liability issue that the project should proceed post haste.  He asked if the signs would be one sided or two sided and where they would be placed.

Mr. Artz asked if we had any estimates of cost and Mr. Krabbe replied not yet.  Mr. Krabbe wanted to get an idea of what type of signs the Committee wanted to go with and then get estimates.

Mr. Couture suggested we go with the same materials and color but consider a different shape to indicate a warning sign.  The language on the signs was discussed, such as “NO SWIMMING”, “USE OF THIS PARK IS AT YOUR OWN RISK”, “DO NOT FEED THE ALLIGATORS”. It was suggested that the insurance company people could give us some idea of what was required.  Jay Lyons was asked to contact the insurance company to find out what may be required.

Mr. Krabbe stated we need a sign at the Gazebo on Boundary and possibly the Marina.  However, we may want to wait on the Marina until a determination is made on that project.  He stated he thought there was $3,000.00 put in the budget for signs.  He feels we have to do the Gazebo area because the sign is falling down and fading.

The Committee further discussed different sign construction and materials.

Ms. Romano mentioned the 5 year plan for Beautification called for new entrance signs were the “No Solicitation” and “Patrolled by Neighborhood Watch” signs would be incorporated into the entrance signs.

Mr. Krabbe mentioned the next item on the agenda was the No Solicitation issue.  He mentioned there was a company going door to door in Rotonda selling water purification systems.  When the Sherriff was called to enforce the no solicitation deed restriction they said they could not enforce the restriction because some of the Rotonda West entrances were not posted, specifically the East entrance.  Rotonda Lakes maintains this sign.  We contacted John Brandenberger and he was going to approach the Board of Directors of Rotonda Lakes to see if we could post a “No Solicitation” sign on the existing East entrance sign.  Mr. Lyons will follow up with Mr. Brandenberger on this issue.  Mr. Lyons mentioned we were also expecting an interpretation of the no solicitation law for Deputy Colin Eggleton.   Mr. Krabbe also mentioned the entrance to Cape Haze may not be posted either.  It may also be necessary to post the signs entering Rotonda West from Rotonda Heights, Rotonda Lakes and Rotonda Sands. Additional examples of solicitation in the community were discussed.

Mr. Artz noted the sign at the East Entrance was a Rotonda sign and not a Rotonda West sign and should we possibly have a sign at Boundary and Rotonda Blvd. East indicating this is Rotonda West.  Spending the money on this sign may make more sense than adding a no solicitation sign or neighborhood watch sign to the sign on 771.  Mr. Lyons pointed out the absence of a Rotonda West sign at the West entrance as well.
Mr. Krabbe moved on to the issue of mold inspection at the Community Center.  He has contacted 3 inspection services. Dan Dunham of Englewood Home Inspection quoted a price of $200.00 for mold inspection plus the cost of lab reports if needed.  A complete building inspection would be $300.00 additional.   Termite Inspection Consultants quoted $375.00 for mold inspection, air samples and lab reports are $120.00 each.  Inspex First, Ted Lemek came to the Community Center and looked inside and outside the building his price was $150.00 per hour with one hour minimum plus air sampling and lab reports at $75.00 each.  Mr. Lemek feels we do not have a mold problem but we can’t be sure unless we drill into the wall.  He felt because of the large overhang on the building water is not penetrating the seams/cracks on the sides of the building.   Mr. Krabbe questioned if we are going to do the siding we need to decide whether we are going to spend the $500.00 to $700.00 on a mold inspection.

Mr.Couture asked if there had been some roof leaks in the past.  Mr. Krabbe said the roof had leaked and one whole side of the building required new framing.   He believed this work was done in 2000 or 2001.  Mr. Couture stated he was more concerned about the condition of the roof and supporting trusses due to previous leaks than he was about the cracks in the outside walls.

Mr. Krabbe asked if there were any ideas about siding the building.  A number of ideas such as 1” x 4” boards, T 111 paneling with batts, vinyl siding, etc. Discussion ensued about the sense of spending any serious money on the building versus leasing space in buildings that Gary Littlestar may be planning to build.  Pete Traveso will be asked to approach Mr. Littlestar.  The cost of repairs or improvements would pay rent for a significant period of time.

There was discussion about the timing of the inspection due to the moratorium on spending.

It was determined that it would be prudent to go forward with a full building inspection.

A motion was made By Carl Couture, seconded Hank Artz for George Krabbe to solicit a formal proposal from Dan Dunham to do a complete building inspection, and a mold inspection.   The motion was approved unanimously.  The proposal is to be presented to the Board of Directors at their next meeting on February 13, 2008.

Mr. Krabbe asked if there was any further business to be brought before the Committee.  Hearing nothing the meeting was adjourned.
